Day Surgery Fitouts: Navigating the Complexities of Class 9a Buildings

11 May 2026

In Australia, Class 9a buildings are health-care buildings (generally hospitals) where patients or occupants undergo medical treatment and may need to be assisted (if sedated or otherwise immobile) in case of an evacuation. Class 9a buildings include day-care surgeries or procedure units; they are distinct from other medical facilities, like doctors’ or dentists’ surgeries, as patients attending these places probably wouldn’t require assistance in evacuating.

Designing these buildings comes with a range of complexities: they must, of course, meet all relevant health and safety regulations, be comfortable for patients, and have special evacuation procedures in place.

Here at Consilo, we’ve helped design numerous 9a buildings, including day surgeries, so we are well-versed in their regulatory landscape. Here are some of the factors we consider in all our designs.

Understanding the BCA Requirements for Operating Theatres

Operating theatres are designed for more invasive, time-consuming medical procedures that often involve anaesthetising patients. As such, safety is paramount, and there are several requirements that designers should meet when it comes to creating a new operating theatre.

For example, ceilings should be at least three metres high to fully accommodate any special lighting fixtures, air monitoring equipment, or other medical apparatus.

While operating theatres should adhere to regulations, they should also be flexible. When we designed the Springwood Mall Medical Centre in Springwood, Logan, for example, inclusivity and accessibility were at the forefront of every decision. As medical needs evolve and change, so too should operating theatres and other medical facilities, ensuring they can flex and effectively meet the needs of patients, no matter what they are.

Sterile Zoning: Pre-op, Theatre, and Recovery Flow

Effective sterilisation is a critical component of any medical building. This is for the safety of patients and staff, ensuring that the best possible care is given. This goes for before, during and after any procedure – not only when patients are in theatre.

Preparing patients for the operating theatre is multi-faceted, but essential to ensuring their safety and comfort. By incorporating clean and quiet spaces for patients to sit in before surgery, and comfortable wards for them to rest in post-op and before discharge, you’ll help support their journey from beginning to end.

The layout of your building is also a key consideration. Consider how your equipment, treatment areas and administrative functions are configured to support a seamless, stress-free operation. This will result in a medical space that not only increases patient satisfaction but also provides a more organised and intuitive working environment for your staff.

Specialised HVAC Systems for Air Quality and Pressure Control

To maintain a good air quality and minimise the risk of infection, installing specialised HVAC systems is a crucial part of any medical centre fitout. In order to be truly effective, an interior HVAC system should do the following things:

Facilitate the movement of clean air between spaces. Filter out particles from outdoor or recycled air. Remove contaminated air. Increase the air’s dilution efficiency.

Backup Power and Medical Gas Infrastructure Essentials

In any medical facility, you need to be sure that the power supply is always guaranteed in case of any power cuts. Ensure your surgery has a backup power generator to maintain a power supply throughout, particularly in operating theatres.

Your medical gas infrastructure is also an important consideration. Whether oxygen systems, suction systems, or breathing air systems, your medical gas infrastructure should be installed by professional engineers to ensure compliance with AS2896-2021 standards.
